The creation of the FDCP is pursuant to the State’s Policy to formulate and implement policies to upgrade the art and craft of film making and encourage the production of films. 

This is why in addition to its programs, FDCP continuously and regularly consults and lends its insights and expertise to partners and policy-makers to push for the policies and legislations that will address the gaps of the Philippine industry - from protection and welfare of film workers, to policies on distribution and exhibition, to pushing for proclamations in celebration of the achievements and milestones of Philippines Cinema, and everything in between.
